One of the fundamental building blocks of project management is the concept of a process. A process is a series of action to achieve an outcome. In order to have a process, there must be inputs, a transformation, and then outputs. The transformation consists of tools and techniques to perform the transformation.

According to PMI, project management consists of five process groups
So let's walk through this a bit, first there is the request, or establishment of a strategy. As this request is evaluated on the basis of bringing value to the organization, you are currently within the first process group, initiation. Upon completion of initiation you have they why it needs to be done. Next you need to plan developing the project management plan - it is a lot more that a Microsoft project plan. Once you have the planning done, and blessed by the sponsor and project champion it is time to really start getting' her done all about the execution. Finally you end with bringing this to a graceful close so the organization can sustain and maintain the outcome. Through out this initiation, planning, execution, and closure, the process group to watch and oversee is the monitoring and controlling group.
